Khabarovsk is 19 miles from the Chinese border, at the confluence of the Amur and Ussuri Rivers, about 500 miles north of Vladivostok. A gunboat is a naval watercraft designed for the express purpose of carrying one or more guns to bombard coastal targets. The Siberian Intervention (1918-22) was the dispatch of troops of the Entente powers to the Russian Maritime Provinces as part of a larger effort by the western powers and Japan to support White Russian forces against the Bolshevik Red Army during the Russian Civil War. In July 1918, President Wilson asked the Japanese government to supply 7,000 troops as part of an international coalition. Prime Minister Masatake agreed to send 12,000 troops, but under the command of Japan, rather than as part of an international coalition.
